Coshocton Port Authority Secures $58.7 Million from Ohio Department of Development for Site Redevelopment at the Conesville Industrial Park

Coshocton County, OH — The Coshocton Port Authority is proud to announce the award of $58,752,504 from the Ohio Department of Development’s All Ohio Future Fund to support transformative infrastructure improvements across more than 2,000 acres in Franklin Township, Coshocton County at Conesville Industrial Park. This strategic investment will accelerate redevelopment within the former AEP Conesville Power Plant brownfield area and position the site for major business attraction and long-term economic growth.

The funding will be used for critical utility facility upgrades, water and wastewater line extensions, and roadway improvements to help prepare the site for future development. The Conesville Industrial Park is privately owned by the Frontier Group of Companies (FGC), who, since acquisition in 2020, have invested over $80 million into the redevelopment, including items such as site remediation, demolition, earthwork, engineering, and utility infrastructure preparation to name a few. FGC plans to invest over $35 million of additional private capital to continue readying this legacy brownfield into a major economic epicenter for Coshocton County and the State of Ohio. Once fully developed across the 2,000+ acre site, the project is projected to generate more than 500 new full-time, high-quality jobs, along with thousands of indirect and induced jobs. Tens of thousands of construction jobs will also be created to support the buildout of next-generation industry and infrastructure. In total, billions of dollars in direct investment are planned, with billions more anticipated in indirect and induced economic impact. This project will transform Coshocton County and bring life back to the area after nearly 20 years of industry decline.

The Conesville site, once home to the 2,000+ MW Conesville Power Plant, has since been reimagined as a hub for advanced manufacturing, data processing, energy, and other high-impact industries. These infrastructure improvements are critical to establish municipal utility service and improved road access for a wide range of major end-users across the campus and will continue to encourage private investment in the region. The site is owned by the Frontier Group of Companies, a nationally recognized leader in the reuse, repurposing, and redevelopment of large-scale industrial and commercial facilities. With a proven track record across North America, Frontier specializes in transforming legacy brownfield sites—such as decommissioned power plants, steel mills, and other exhausted facilities—into economically viable, market-ready properties.
