Frontier Group of Companies Welcomes Senator Dave McCormick to Shippingport Industrial Park

The future of American energy, technology, and industrial revitalization is taking shape in Beaver County.

The redevelopment of the former coal-fired power plant into a state-of-the-art natural gas-powered energy campus represents one of the most significant industrial transformation projects in the region’s history. Once completed, the site is expected to deliver substantial excess power capacity back to the grid. Adjacent to the coal-to-gas conversion project, plans are currently underway for a future data center campus. The campus is expected to utilize its own independent behind-the-meter natural gas power supply, while prospective data center developers remain confidential and are currently being evaluated.

Senator McCormick’s visit also included several key project stakeholders and regional energy leaders, including EQT CEO Toby Rice and Joseph Del Vecchio, President of National Fuel Gas Supply Corp. and Empire Pipeline, Inc., both of whom emphasized the importance of large-scale energy infrastructure investments in supporting America’s growing power demands and future AI economy.

“Sites like Shippingport Industrial Park are going to play an important role in America’s future energy strategy,” said Toby Rice, CEO of EQT. “As energy demand continues to grow, projects like this demonstrate how responsibly produced natural gas can support long-term economic growth, energy security, and technological advancement.”

The investment associated with the project is expected to exceed $3 billion dollars and create over 2,000 construction jobs over a three year period. The power plant will generate 2,550 Megawatts of power and support the rapidly expanding energy demands within our region and across the county.

Joseph Del Vecchio, President of National Fuel Gas Supply Corp. and Empire Pipeline, Inc., highlighted the major infrastructure investments currently underway to support the redevelopment project, including construction of the Shippingport Lateral natural gas pipeline system.

“Construction is actively underway to deliver large-scale natural gas infrastructure into Shippingport Industrial Park,” Del Vecchio said. “The Shippingport Lateral represents a significant investment in the region and will help support long-term growth, innovation, and energy reliability as demand for power generation continues to increase.”

During the visit, Senator McCormick emphasized the importance of projects like Shippingport Industrial Park in strengthening America’s energy independence and technological competitiveness.

“These projects are such incredible examples of what we need to be doing across America,” McCormick said during the tour. “AI and energy are different sides of the same coin. The conversion of the former Bruce Mansfield facility from coal to natural gas will provide approximately 2.5 gigawatts of power to the region. Combined with the nearby Beaver Valley Nuclear Power Station, which generates approximately 2 gigawatts of power, the two facilities together represent roughly 4.5 gigawatts of power generation capacity within just a few miles of one another.

That represents approximately 1% of total U.S. energy consumption concentrated right here in Shippingport and Beaver Valley. The entrepreneurship, investment, and partnerships driving this project are expected to create more than 2,000 construction jobs over the next three years, helping support families and create new opportunities for Pennsylvanians. The project will also create long-term permanent jobs tied to both power generation and future data center development.

Senator McCormick also highlighted his recently introduced Unlock American Energy and Jobs Act of 2026, legislation aimed at modernizing and streamlining the federal permitting process for critical infrastructure and energy projects. The proposed legislation seeks to address longstanding regulatory bottlenecks that have delayed major projects across the country, increased construction costs, and slowed economic investment.

The legislation targets four major areas of reform, including:

  • Establishing clear timelines for Clean Water Act permitting reviews,
  • Modernizing approvals for LNG export infrastructure,
  • Extending operating license timelines for nuclear facilities,
  • And reforming National Environmental Policy Act (NEPA) litigation procedures to reduce project delays caused by prolonged legal challenges.

Senator McCormick noted that more than $1 trillion in infrastructure projects are currently delayed in the federal permitting pipeline nationwide, representing trillions in unrealized economic activity and thousands of jobs. The legislation is intended to create greater certainty for developers, accelerate investment, and strengthen America’s ability to compete globally in energy and technology sectors.

For projects like Shippingport Industrial Park, the Senator’s proposal reflects the growing recognition that large-scale energy and technology developments are essential to supporting the nation’s expanding AI infrastructure, improving grid reliability, and maintaining America’s long-term economic competitiveness.

Senator McCormick’s visit additionally spotlighted federal efforts to streamline permitting and accelerate energy infrastructure development nationwide. The Senator discussed the Unlock American Energy and Jobs Act of 2026, legislation intended to modernize and expedite the approval process for critical energy and technology infrastructure projects.
